Recently, Jinke Xinhe has received a subsidy of 10 million yuan from the Finance Bureau of Nanbao Economic Development Zone in Tangshan, Hebei Province, which is related to assets. The project won the bid in October 2022 and has a considerable water supply scale. After completion, it can add a large amount of water resources to the Nanpu Development Zone every year and improve the reuse rate of recycled water in the development zone.
In fact, several environmental protection companies have received payments since December last year. Hanlan Environment has received approximately 440 million yuan in outstanding accounts receivable since the fourth quarter of 2024, with a cumulative collection of approximately 2.4 billion yuan in 2024; Dongjiang Environmental Protection's wholly-owned subsidiary received a special fund of 112 million yuan from Xiamen Ecological Environment Bureau for the disposal of waste electrical and electronic products; Enterprises affiliated with China Resources and Environment Corporation can receive a subsidy of 1.68 billion yuan from the Waste Power Treatment Fund in this batch; Qiaoyin Group received favorable news from the new policy of converting 12 trillion yuan of bonds, with a recent repayment of over 770 million yuan; The solid waste sector of Chengfa Environment's subsidiary achieved a historic high in daily payments; The total amount of payments received by Yingfeng Environment in the past two months has exceeded 3 billion yuan. From early December last year to the end of January this year, the total amount of payments received by multiple environmental protection companies has exceeded 6 billion yuan.
The improvement of payment collection by environmental protection enterprises is due to the national debt policy. Qiaoyin Group, Sanfeng Environment, and others have all stated that the intensified national debt policy is conducive to the recovery of accounts receivable. This year, the intensity of the national debt policy will continue to increase. Shen Danyang, the person in charge of the drafting team of the Government Work Report, further explained that local government special bonds will be arranged to digest local government arrears to enterprises. This year, it is planned to arrange special bonds for local governments worth 4.4 trillion yuan, an increase of 500 billion yuan from the previous year, and some of them will be used for this purpose.
Previously, the accounts receivable problem in the environmental protection industry was severe, with 227 A-share and Hong Kong listed environmental protection companies having a total accounts receivable of 349.6 billion yuan in the first half of 2024, accounting for over 100% of their operating income. Nowadays, the national debt policy has shown initial results, as evidenced by the payments received by companies such as Jinko Environment and Hanlan Environment. In the future, with the increasing efforts of government debt work, it is expected that more environmental protection enterprises will benefit, alleviate financial pressure, and finally see the dawn of solving accounts receivable problems.
